Not to be confused with the European Commission and its Council of Ministers, grouping the heads of state of the European Union. The council of Europe, based in Strasbourg, comprises 46 Western and Eastern European countries. It was set up to defend human rights, parliamentary democracy and the rule of law, develop continent-wide agreements to standardize social and legal practices and promote a European identity with shared values.
